&lt;p&gt;The Engineer within the Biomedical Department at MDH will be responsible for the maintenance and service, on all Medical Equipment installed at Mater Dei Hospital, Gozo General Hospital, Mount Carmel Hospital, St Vincent De Paule, Sir Anthony Mamo Oncology Centre &amp;amp; Health Centres, and assist all departments, including the Central Procurement &amp;amp; Supplies Unit (CPSU), on the purchasing of all equipment, spares and materials required by the hospital with the exception of drug supplies. &lt;li&gt;The Engineer shall also be responsible to run and manage the Medical Equipment Library, which shall keep a stock of ward medical and laboratory equipment, which shall be issued to all departments, in accordance with the exigencies of these same departments/ wards at Mater Dei Hospital, Gozo General Hospital, Mount Carmel Hospital, St Vincent De Paule, Sir Anthony Mamo Oncology Centre &amp;amp; Health Centres. Keeping logs of where this equipment shall be distributed to these Departments shall also be kept by the Biomedical Engineering Department.&lt;/li&gt;
&lt;li&gt;Liaises with senior officials within the hospital to identify the various medical and laboratory equipment requirements, and to commence the tendering process accordingly.&lt;/li&gt;
&lt;li&gt;The Engineer shall be required to handle all tenders with transparency and with efficiency, and shall, at no cost, allow these documents to be handled by any private contractor.&lt;/li&gt;
&lt;li&gt;Develop policies and procedures to facilitate the proper handling of all Medical and Laboratory Equipment at Mater Dei Hospital, Gozo General Hospital, Mount Carmel Hospital, St Vincent De Paule, Sir Anthony Mamo Oncology Centre &amp;amp; Health Centres.&lt;/li&gt;

&lt;p&gt;The Financial Controller oversees all financial activities of the health entity, ensuring alignment with operational needs. They foster relationships with management, promote accountability, and ensure value for money. Responsibilities include reviewing annual budgets and providing feedback to Finance Managers and CEOs on budget submission&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Overall Purpose of Position&lt;/strong&gt;&lt;/p&gt;

&lt;li&gt;To monitor all financial aspects of the respective health entity;&lt;/li&gt;
&lt;li&gt;Understanding fully the operational aspect of the diverse health entities within ODPM;&lt;/li&gt;
&lt;li&gt;Building a rapport with management whilst instilling the principles of accountability and value for money;&lt;/li&gt;
&lt;li&gt;Financial review of operational budgets submitted by health entities on a yearly basis;&lt;/li&gt;
&lt;li&gt;Communication and feedback re budget submissions with respective Finance Managers and CEOs;&lt;/li&gt;
&lt;li&gt;Approval and consolidation of budget estimates for ODPM to be presented to MFIN;&lt;/li&gt;
&lt;li&gt;Monitoring of cash flows and operational service arrangements/budgets on a monthly basis;&lt;/li&gt;
&lt;li&gt;Compilation of monthly financial review papers on operational and capital expenditure variances in the various health entities;&lt;/li&gt;
&lt;li&gt;Activity and case mix analysis vis-a-vis actual expenditure incurred by entity;&lt;/li&gt;
&lt;li&gt;Advice on major capital expenditure entered into by health entity and monitoring of capital variances if project is carried out;&lt;/li&gt;
&lt;li&gt;Advice on and review of operational costings carried out by respective entity for pricing/tariff purposes;&lt;/li&gt;
&lt;li&gt;Advise and submit recommendations on internal control weaknesses detected in the operation of the respective entity;&lt;/li&gt;
&lt;li&gt;Ensuring adherence with international accounting standards and the policy direction given by ODPM in line with the System Health Accounting requisite issued by the European Union;&lt;/li&gt;
&lt;li&gt;Administration and communication duties within entity;&lt;/li&gt;
&lt;li&gt;Implement a fully-flegged billing operation with all relevant supporting units, resources and infrastructure;&lt;/li&gt;
&lt;li&gt;Overseeing the procurement and contractual related issues;&lt;/li&gt;
&lt;li&gt;Oversee the management of the Fixed Asset Register;&lt;/li&gt;
&lt;li&gt;Any other duties as needed due to exigency of service and as required by the Employer.&lt;/li&gt;
