The foundation of this Authority go back to 2005 when the Malta Qualifications Council (MQC) was set up. MQC was remitted to oversee the development of the National Qualifications Framework in the context of lifelong learning and to work in partnership with learners, employers, as well as training and education providers to achieve and maintain excellence as a contribution towards the national effort for competitiveness. In 2006, the National Commission for Higher Education (NCHE) was set up as a consultative and advisory body to government on the higher and further education sectors. NCHE contributed towards the development and launch of the Malta Government Scholarship Scheme, it drafted recommendations for a Further &amp; Higher Education Strategy, and in 2010 published a Guide to Financial Support Schemes for Students in Further &amp; Higher Education. The Commission for Further and Higher Education incorporated both the Malta Qualifications Council as well as the National Commission for Higher Education. In 2010, MQC was merged administratively with the NCHE and the two functioned as a single organization (NCHE-MQC) until the setting up of NCFHE in 2012. In 2021, the National Commission for Further and Higher Education is being re-established as the Malta Further and Higher Education Authority (MFHEA), to seek to promote and develop further and higher education in Malta by means of regulation and by the promotion of best practices. Our mission statement is: "to foster the development and achievement of excellence in further and higher education in Malta through research, effective licensing, accreditation, quality assurance and recognition of qualifications established under the Malta Qualifications Framework." MFHEA focuses on: - providing accreditation to further and higher educational institutions; - providing accreditation to programmes or courses of studies at further and higher education levels; - quality assurance of both educational institutions and programmes or courses; - recognition of obtained national or international qualifications as well as prospective qualifications; - validation of informal and non-formal learning; - research and policy recommendation on issues related to further and higher education.

Malta Further and Higher Education Authority (MFHEA)

&lt;p&gt;In accordance with Regulation 4 (4) of Subsidiary Legislation 607.03, the Malta Further and Higher Education Authority (MFHEA) is mandated to establish a Quality Assurance Committee (QAC) tasked with overseeing its licensing, accreditation, and quality assurance functions. The MFHEA invites applications from esteemed professionals, both locally and internationally, to join the QAC in the current vacancy for the Science Sector.&lt;/p&gt;
&lt;p&gt;The QAC assumes a critical role within MFHEA’s governance structure, ensuring compliance with regulatory standards governing licensing, accreditation, and quality assurance. &lt;p&gt;The Head of Further Education and VNFIL will be responsible for the national management of all aspects related to the further education sector including Further Education Institutions, Further Education Centres, and Tuition Centres and to VNFIL (Validation of non-formal and informal learning and Recognition of Prior Learning).&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Key Responsibilities&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;1. Strategic Leadership and Management - Develop and implement strategies that align with MFHEA’s objectives. Provide visionary leadership to guide teams in achieving program goals. Also,&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;• Review and Strengthen programmes and providers for licencing, accreditation, validation and quality assurance procedure.&lt;/p&gt;
&lt;p&gt;• Review and strengthen administrative procedures, such as a unified registry and filing system, to cover the whole process.&lt;/p&gt;
&lt;p&gt;• Maximise internal synergy within MFHEA with the work of the MQRIC.&lt;/p&gt;
&lt;p&gt;• Seek to set up procedures for the validation of informal and non-formal learning.&lt;/p&gt;
&lt;p&gt;• Set up parameters and procedures for the accreditation of world-based learning.&lt;/p&gt;
&lt;p&gt;• Undertake protocols with third-party accrediting institutions of recognized specific VET courses so as to harmonize their role with that of MFHEA.&lt;/p&gt;
&lt;p&gt;• Liaise with the relevant officer to set up modernised IT systems that facilitate the information on recognition.&lt;/p&gt;
&lt;p&gt;• Plan, implement, manage and monitor all the activities of the licencing, accreditation, validation and quality assurance units.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2. Project Management&lt;/strong&gt; - Oversee the planning, execution, and delivery of applicable programs and projects. Ensure adherence to timelines, budgets, and quality standards.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;3. Team Management&lt;/strong&gt; - Lead and mentor managers and teams, fostering a collaborative and high-performance work environment. Conduct regular performance evaluations. Manage day-to-day operations and ensure coherence at the unit. Provide performance feedback and undertake training and development initiatives for Further Education officers.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;4. Stakeholder Engagement&lt;/strong&gt; - Build and maintain strong relationships with internal and external stakeholders. Communicate progress, challenges, and achievements as may be required.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;5. Resource Allocation&lt;/strong&gt; - Manage resources efficiently, ensuring optimal use of budgetary allocations, personnel, and technology. Identify and mitigate potential risks to intended outcomes. Moreover, assists in the financial planning process by identifying costs involved in carrying out pertinent functions. Also helps identify general efficiency gains leading to identifiable cost savings in further education processes.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;6. Monitoring and Evaluation&lt;/strong&gt; - Monitor the work of the Unit’s Officers. Also, establish metrics for success and oversee the monitoring and evaluation of outcomes. Use data-driven insights to inform decision-making and improve effectiveness.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;7. Compliance and Quality Assurance&lt;/strong&gt; - Ensure all programmes adhere to organisational policies and standards and meet regulatory requirements. Implement best practices for quality assurance.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;8. Reporting&lt;/strong&gt; - Draw up reports for the CEO, the MFHEA board or as may be required from time to time. Prepare and present regular reports on provider and programme status, achievements, and financial performance as may be required.&lt;/p&gt;
