Older Persons Standards Authority

&lt;p&gt;The Manager (Finance) is responsible for overseeing the financial operations of the Older Persons Standards Authority (OPSA) and coordinating the overall financial functions to ensure the Authority operates efficiently and effectively from an administrative perspective.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Principal Responsibilities&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Manager (Finance) is responsible to:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Provide expert financial guidance to the Director of Operations, Chief Executive Officer, and the Board of Governors of the Older Persons Standards Authority.&lt;/li&gt;
&lt;li&gt;Oversee all accounting functions, including the day-to-day management of the accounting system and related applications.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Essential Functions&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The key functions of the Manager (Finance) are to:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Maintain accurate accounting documents and records, including general ledger postings, financial statements, and a Fixed Asset Register.&lt;/li&gt;
&lt;li&gt;Record financial transactions daily in the Authority’s accounting system and carry out month-end processes, including but not limited to, accruals, prepayments, reconciliations and depreciation.&lt;/li&gt;
&lt;li&gt;Prepare and present monthly management accounts and ad-hoc reports, analysing financial results and evaluating trends.&lt;/li&gt;
&lt;li&gt;Process and administer payroll, ensuring timely and accurate payments, compliance with the Authority’s policies, tax laws and social security contributions.&lt;/li&gt;
&lt;li&gt;Compile, monitor, and update the annual budget, conduct variance analysis on a monthly basis.&lt;/li&gt;
&lt;li&gt;Prepare cash flow forecasts for quarterly tranche requests and submit monthly and quarterly accounts via the Financial Data Reporting System (FDRS).&lt;/li&gt;
&lt;li&gt;Assist in developing and updating internal accounting policies and procedures.&lt;/li&gt;
&lt;li&gt;Ensure compliance with all relevant statutory, legal, and regulatory requirements, staying informed on current regulations and accounting principles.&lt;/li&gt;
&lt;li&gt;Liaise with external auditors during annual audits and coordinate with entities such as the NAO and IAID.&lt;/li&gt;
&lt;li&gt;Establish and maintain strong relationships with external authorities and associations.&lt;/li&gt;
&lt;li&gt;Assist in funding proposals, ensuring alignment with financial regulations and management principles.&lt;/li&gt;
&lt;li&gt;Identify potential funding opportunities for projects and initiatives of the Authority.&lt;/li&gt;
&lt;li&gt;Assist with the development and implementation of accounting practices across the Finance Office and other offices, providing training and guidance as necessary.&lt;/li&gt;
&lt;li&gt;Investigate, track, and resolve accounting discrepancies and issues.&lt;/li&gt;
&lt;li&gt;Support financial processes in accordance with applicable laws, standards, and procedures.&lt;/li&gt;
&lt;li&gt;Perform other duties as required by the CEO and Senior Management.&lt;/li&gt;

&lt;li&gt;Proven experience in bookkeeping and accounting procedures, with a solid understanding of financial reports, including the Income and Expenditure Statement, Statement Financial Position and Cash Flow Statement.&lt;/li&gt;
&lt;li&gt;Sound knowledge of accounting standards, practices, and procedures.&lt;/li&gt;
&lt;li&gt;Strong analytical skills with the ability to interpret financial data and draw meaningful insights.&lt;/li&gt;
&lt;li&gt;High level of accuracy and attention to detail in financial record-keeping and data entry.&lt;/li&gt;
&lt;li&gt;Well-organised with the ability to manage filing systems and maintain accurate financial records.&lt;/li&gt;

&lt;p&gt;The post of Manager (Finance) is for an indefinite term and is subject to a probation period of twelve (12) months. It carries an annual salary of €30,607.00 in 2026 with an annual Increase of €890.00, an&lt;/p&gt;
&lt;p&gt;annual Increment of €531.00, an annual Performance Bonus of up to 10% of salary, and any applicable allowances as per OPSA Collective Agreement 2022-2026.&lt;/p&gt;
&lt;p&gt;Eligible applicants will be interviewed by a Selection Board to assess their suitability to carry out the mentioned duties. The maximum mark for this selection process is 100% and the pass mark is 50%.&lt;/p&gt;

Applicants are exempt from submitting a recognition statement as mentioned in paragraph 1 if they are presenting qualifications listed therein.
