The Social Care Standards Authority’s aim is to guide and regulate social welfare service providers, whilst ensuring that service users’ rights are respected and that their voices are heard. The SCSA licences persons or entities wishing to operate a service which falls within the social welfare sector and monitors them to ensure that they offer services which meet the requirements set by the Authority.

&lt;p&gt;The Social Care Standards Authority is looking for a motivated and responsible individual to join the Authority. The Authority is looking for individuals who are attentive to detail and have the ability to work independently in a dynamic environment within the Authority.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Principal Responsibilities&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Manager I is responsible for a number of duties within the Social Care Standards Authority (SCSA) and for coordinating the overall operations of the unit to ensure that the Authority operates efficiently and effectively in line with local legislations. The individual will also be responsible for applying and managing EU-funded projects, including initial application, project planning, implementation, monitoring and reporting. Responsibilities include the preparation and coordination of business plans, project briefs, project proposals, and Gantt charts, as well as liaising with internal and external stakeholders to ensure the successful delivery of projects and strategic initiatives.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Essential Functions&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;• Facilitates the day-to-day operations within the Unit in an efficient and effective manner.&lt;/p&gt;
&lt;p&gt;• Preparing any analysis, report or other documentation requested by any member of management.&lt;/p&gt;
&lt;p&gt;• Develops action plan for the Unit and contributing to their management and execution.&lt;/p&gt;
&lt;p&gt;• Proactively monitors the adherence of the Directorate with the strategic plans of the Authority and identifying any deviations.&lt;/p&gt;
&lt;p&gt;• Identifies and communicates any issues that require the attention of his/her superiors&lt;/p&gt;
&lt;p&gt;• Together with his/her direct superior, coordinates the upkeep of information with respect to the guidelines communicated regarding systems.&lt;/p&gt;
&lt;p&gt;• Assists in coordinating and monitoring of the implementation of projects or goals to be achieved, while ensuring that priorities and deadlines are respected.&lt;/p&gt;
&lt;p&gt;• Follows up with Focal Points and where necessary external sources through telephone calls or meetings as necessary and analyses the reports submitted according to the approved action plans.&lt;/p&gt;
&lt;p&gt;• Regularly prepares reports on the state of the Units targets, in particular on targets achieved, and at the same time draws attention on shortcomings or other issues and assists in the compilation of various publications and reports.&lt;/p&gt;
&lt;p&gt;• Be responsible for proper submission of performance data and/or statistics, as well as correct compilation of information and reports for the use of the Authority.&lt;/p&gt;
&lt;p&gt;• Assists in the requirements of the Unit and manages the inventory for the Unit.&lt;/p&gt;
&lt;p&gt;• Facilitates the collaboration between Directorates by aligning the macro initiatives of the Unit with the goals of the directorates.&lt;/p&gt;
&lt;p&gt;• Any other duties assigned by senior management&lt;/p&gt;
&lt;p&gt;• Performs any other duties that may be assigned by the Chief Executive Officer or any ther member of management.&lt;/p&gt;
&lt;p&gt;The candidate should have an analytical approach to work with an assertive personality as well as a demonstrated passion for excellence across all aspects of management with regards to the Authority.&lt;/p&gt;

&lt;p&gt;• High proficiency in the use of Microsoft Office applications with expertise in Microsoft Word, PowerPoint and Excel.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Eligibility Criteria:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;By the closing time and date of this call for applications, applicants must be:&lt;/p&gt;
&lt;p&gt;i) A. Citizens of Malta; or&lt;/p&gt;
&lt;p&gt;B. citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or&lt;/p&gt;
&lt;p&gt;C. citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or&lt;/p&gt;
&lt;p&gt;D. any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or&lt;/p&gt;
&lt;p&gt;E. third country nationals who have been granted long-term residents status in Malta under regulation 4 of the Status of Long-Term Residents (Third Country Nationals) Regulations, 2006 or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the Family Reunification Regulations, 2007; or&lt;/p&gt;
&lt;p&gt;F. in possession of residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations.”&lt;/p&gt;
&lt;p&gt;The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identity Malta Agency should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d), and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. &lt;p&gt;ii) Proficient and able to communicate both verbally and in writing in the Maltese and English&lt;/p&gt;
&lt;p&gt;languages.&lt;/p&gt;
&lt;p&gt;iii) And have one of the following qualifications:&lt;/p&gt;
&lt;p&gt;a. In possession of a recognised bachelor’s degree Qualification at MQF Level 6 or comparable in Management Studies or Business Administration or Business Management or Public Policy or Public Administration, or Evidence Based Management or Management and Leadership or Project Management or European Studies or in relevant area determined by the Management; or&lt;/p&gt;
&lt;p&gt;b. Have five (5) years’ experience in a similar role.&lt;/p&gt;
&lt;p&gt;In addition to the above:&lt;/p&gt;
&lt;p&gt;i) Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered. Such candidates are to be submit evidence that they have been approved for the award of the qualification in question.&lt;/p&gt;
&lt;p&gt;ii) Furthermore, candidates who are currently following a recognised programme of study at a higher MQF level than that requested above will also be considered. Such candidates are to submit evidence that they have successfully completed the necessary ECTS/ECVET credits, or equivalent, and attained the required MQF level, by the closing time and date of the call for applications.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Prospective applications should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable.&lt;/p&gt;
&lt;p&gt;Candidates who have not yet formally obtained or are not yet approved for the qualification specified in paragraphs here above:&lt;/p&gt;
&lt;p&gt;iii) Will still be considered provided that they submit evidence that they are in the final phase of their course leading to such qualification. Appointees must obtain, or be approved, for the award of such qualification within one year of their appointment date. If this stipulated deadline for the attainment of such qualification is not met, the appointment will be, for this reason, automatically terminated.&lt;/p&gt;
&lt;p&gt;Qualifications and experience claimed must be supported by certificates/transcripts and/or testimonials,&lt;/p&gt;
&lt;p&gt;copies of which are to be scanned and sent with applications.&lt;/p&gt;
