This strategic role will align human capital initiatives with organisational goals, oversee all HR operations and policies, and ensure that the corporation attracts, develops and retains high-calibre talent across its diverse workforce. Strategic HR Leadership: Develop and execute a comprehensive HR strategy aligned with corporate objectives; provide counsel to senior management; and drive workforce planning and organisational design.

Talent Acquisition & Retention: Lead recruitment and onboarding programmes; manage employer branding; design succession plans and retention strategies to support operational continuity.
\n\t
Performance & Development: Oversee performance management frameworks; implement training and development programmes; promote employee engagement and a positive working environment.
\n\t
Industrial Relations & Union Management: Lead engagement with unions and employee representatives; oversee collective bargaining and agreement renewal; manage consultative fora to maintain constructive dialogue; handle disputes and mediation; ensure compliance with legislation and corporate policies while safeguarding positive workforce relations.
\n\t
Employee Engagement & Motivation: Drive initiatives that keep employees motivated and committed; promote open communication and recognition programmes; support wellbeing and work–life balance; foster a culture of trust, collaboration, and continuous improvement across all levels of the organisation.

Health & Safety: Oversee the development and enforcement of health and safety policies; ensure compliance with all legal requirements; promote a safety-first culture through training and awareness programmes; monitor workplace conditions and implement preventive measures to safeguard employee wellbeing.

HR as a Strategic Partner: Position human resources at the centre of corporate strategy; align people initiatives with business objectives; contribute actively to executive decision-making; ensure workforce planning, leadership development, and organisational culture are embedded as key drivers of long-term success rather than treated as support functions.

Qualifications, Skills, and Attributes
\n\n
\n\t
Education: Degree in Human Resources Management, Business Administration, or related discipline; a master’s degree is desirable.
\n\t
Experience: Significant senior HR leadership experience (ideally 8+ years) within heavy industry, infrastructure, manufacturing or other such sectors or in organisations with a large workforce.
\n\t
Knowledge: Strong understanding of Maltese and EU employment law, employee relations, talent management and organisational development.
\n\t
Union Management: Proven experience in managing unionised environments, including collective bargaining and the administration of collective agreements.
\n\t
Communication: Excellent interpersonal and presentation skills, capable of engaging effectively with senior executives and front-line employees.
\n\t
Analytical & Technical Skills: Proficiency in HRIS and MS Office; ability to interpret HR data and make evidence-based decisions.
\n\t
Personal Attributes: Strategic thinker with integrity, diplomacy and the ability to lead change; proactive, organised and able to manage multiple priorities.
