Malta Investments and Economic Advisory Ltd (MIEA) is seeking to appoint a dynamic, experienced and results-oriented professional to the position of Chief Officer – Corporate. The successful candidate will provide strategic leadership and direction across the Company’s Corporate Services function, ensuring the delivery of corporate support services and contributing to the achievement of the Company’s strategic objectives. Reporting to the Chief Executive Officer, the Chief officer – Corporate will be responsible for the strategic leadership, coordination and oversight of the Company’s corporate functions.
The position will provide leadership across the following areas:
- Finance & Procurement, including financial management, budgeting, financial reporting, procurement and related controls;
- Records & Facilities Management, including administration, facilities, records management, logistics, reception, housekeeping and security;
- Legal, including the provision and coordination of legal advice and corporate governance matters; Human Resources, including core HR services, Strategic development, training and industrial relations; and
- IT & Data Systems, including the management and development of the Company’s information technology and data systems.
The Chief Officer – Corporate will ensure that these functions operate in an integrated, efficient and accountable manner, while maintaining high standards of governance, compliance, service delivery and operational effectiveness. This is a Headship position, and the incumbent is expected to be flexible according to work exigencies and work in a dynamic environment to deliver value and drive growth.
Main duties:
Subject to the lawful direction of the CEO and the limits of delegated authority, the incumbent shall:
- Provide strategic leadership to the Corporate Services function and ensure alignment with the Company’s approved strategy, business plan, budget and objectives;
- Coordinate the Company’s corporate support functions and promote active collaboration across Finance, Procurement, Legal, Human Resources, Administration, Facilities, Records Management and Information Technology;
- Oversee financial planning, budgeting, management reporting, internal financial controls and monitoring of financial performance, in collaboration with the responsible officers, the Company’s auditors and other authorised stakeholders;
- Ensure that procurement planning and activity are undertaken in accordance with applicable public procurement requirements, approved procedures, delegated-authority limits and the principles of transparency, equal treatment, proportionality, competition and value for money;
- Provide strategic oversight of workforce planning, organisational development, employee relations, performance management, learning and development and industrial relations, in accordance with applicable employment law, collective or sectoral arrangements and Company policies;
- Coordinate corporate legal and governance matters and obtain appropriately qualified legal advice where required, ensuring that material legal or compliance risks are escalated to the CEO and, where appropriate, to the Board;
- Oversee the management, retention, security and lawful disposal of corporate records and the operation of administration, facilities, logistics, reception, housekeeping, health and safety, physical security and business-continuity arrangements;
- Oversee IT and data governance so that systems are appropriately secure, resilient, reliable, lawful, fit for purpose and supportive of the Company’s approved needs; develop, review and recommend corporate policies, procedures, controls and delegated authority arrangements for approval by the competent authority, and oversee their implementation once approved;
- Establish proportionate systems to identify, assess, monitor, mitigate and report corporate, operational, financial, legal, information-security and compliance risks; monitor corporate performance and service delivery against approved objectives and indicators, and propose corrective or improvement measures where necessary;
- Lead, support and develop strategies within the areas assigned to the position, allocate work fairly and lawfully, and foster a professional, respectful, inclusive and accountable working environment; provide accurate, timely and evidence-based advice to the CEO and Senior Management on matters falling within the position’s remit, clearly identifying material assumptions, risks and matters requiring specialist advice or higher approval;
- Ensure that actual or potential conflicts of interest are promptly declared and managed in accordance with applicable law and Company policy; protect confidential information, personal data, records, systems and Company property, and ensure that access and disclosure occur only for authorised and lawful purposes;
- Represent the Company on committees, working groups and stakeholder engagements when authorised to do so, remaining within the scope of the mandate given; and
- Rerform such other lawful and reasonable duties as may be assigned in writing by the CEO from time to time.
Qualifications and Experience:
Applicants must, by the closing date of the call, satisfy the eligibility requirements stated in the call for applications.
Unless the approved grading structure provides otherwise, the following shall apply:
- A recognised Master’s qualification at MQF Level 7 in Management, Business Administration, Accountancy, Finance, Human Resources, Law, Public Administration, Information Systems or another area demonstrably relevant to the Position;
or a recognised Bachelor’s degree with Honours at MQF Level 6, or a comparable recognised qualification, in one of the above or another demonstrably relevant area, together with additional relevant senior management experience as specified in the call for applications;
- a minimum of 10 years relevant professional experience, including substantial experience in a senior management role involving corporate, financial, governance or public-finance responsibilities;
- demonstrable experience in corporate governance, financial management, procurement, human resources, risk management, organisational administration and the leadership of multidisciplinary or cross-functional teams;
- working knowledge of Maltese public procurement requirements and relevant national and European Union regulatory and financial frameworks; strong strategic planning, analytical, decision-making, communication, negotiation and stakeholder-management capabilities;
- the ability to distinguish between matters within personal competence and matters requiring specialist advice or formal approval; a high degree of integrity, professionalism, discretion, impartiality and accountability; and
- excellent written and verbal communication skills in Maltese and English, subject to any lawful language requirements or permitted exceptions stated in the call.
Qualifications awarded outside Malta shall be subject to recognition and comparability requirements applicable at the closing date of the call.
Any equivalence, experience substitution or alternative eligibility route shall be expressly stated in the approved call for applications and applied consistently to all candidates.
Experience in financial services, investment, economic analysis, the public sector or another regulated environment may be treated as an asset only where this is stated in the call and assessed through published, objective and consistently applied criteria.

Key Performance Indicators:
Performance shall be assessed against objectives and indicators approved in writing for the relevant performance period. Indicators shall be specific, measurable where practicable, proportionate to the authority and resources available to the incumbent, and limited to matters within the Position’s reasonable control or influence.
Performance assessment shall take account of legal duties, approved budgets, dependencies, material external factors and applicable Company procedures:
- Delivery of approved Corporate Services objectives, plans and budgets;
- Quality, timeliness and accuracy of financial, governance and management reporting;
- Procurement compliance, contract-management oversight and value-for-money outcomes;
- Implementation and effectiveness of approved policies, internal controls, audit actions and risk-treatment measures;
- efficiency, resilience and service quality across corporate support functions; workforce planning, strategic development, employee-relations management and timely completion of applicable performance processes;
- IT, data-governance, information-security, records-management and business continuity maturity; quality and timeliness of advice, escalation and decision support provided to the CEO and authorised governance bodies; and
- Successful delivery of approved corporate transformation and continuous-improvement initiatives.
No indicator shall, by itself, create an entitlement to a bonus, salary progression, promotion, renewal, indefinite employment or any other benefit unless such entitlement is expressly provided for in the applicable contract, approved remuneration structure or law.
