About The Role

We are currently seeking a Site Agent to join the Horizon Projects team at our head office in Birkirkara Malta. 

The successful candidate will work with & assist the operations team to ensure successful projects are delivered on time, within budget and to the required specifications while maintaining relationships with all stakeholders.

The Site Agent plays a crucial role in our organisational setup.

 

The key role and purpose of the site agent will comprise:

Supervising Projects: As a site agent, you oversee the direction of an entire project or specific stages within it.

Your responsibilities include ensuring that the project meets expectations and deadlines. If safety issues arise, you intervene promptly. Additionally, you adjust timelines based on project progress and regularly communicate

project goals to on-site employees.

Reviewing Progress: Site agents regularly review project progress to assess how closely it aligns with the projected timeline. If the project falls behind schedule, you implement strategies to expedite work without

compromising quality or safety.

Meeting Surveyors: Quantity surveyors monitor project costs and assess where and how the company allocates its budget for construction. As a site agent, you liaise with quantity surveyors, keeping track of receipts, invoices,

resource costs, and personnel contracts.

Handling Communications: Effective communication is essential. Site agents engage with all stakeholders involved in the project, including clients, other contractors, and members of the public.

Responsibilities

As a Site Agent you will be expected to:

Core Responsibilities:

  • Manage and lead the site team on a day-to-day basis, to deliver projects safely, within time, cost, quality, and sustainability targets and in line with company expectations.
  • Support to ensure seamless handover from delivery to completion and maximise customer satisfaction.
  • Identify on-site issues promptly and provide recommendations to keep the project within budget and on track
  • Represent the Horizon Projects Values and always represent the company professionally. 
  • Ensure duties are carried out in line with Horizon Projects Operational Policies and Procedures and company standards relating to Health, Safety and Environment.
  • Act as a liaison between contractors, subcontractors, and clients. 
  • To successfully manage directly employed and supply chain resource and ensure appropriate coordination and segregation of construction and sales activities.

Health, Safety, Environment and Sustainability

  • Take overall responsibility for all Health, Safety, Environmental and Sustainability matters on the project. 
  • Ensure day-to-day compliance with Principal Contractors statutory duties.
  • Ensure all Method Statements are reviewed prior to allowing contractors to start on site. 
  • Ensure all operatives are put to work safely and have adequate supervision, completing inductions and issuing permits to work.
  • Complete regular health and safety inspections in accordance with company and statutory requirements and record and address any findings.
  • Lead by example, promote and maintain a proactive health and safety culture throughout the site team, actively seeking co-operation from all employees and contractors.
  • Act promptly to all actions and improvements identified by the project leader, and other members of the site and management teams.

Progress and Time Management:

  • To effectively plan, programme and co-ordinate all aspects of the works to ensure efficient progress is made line with agreed Program of Work.
  • Manage the project program, including creating a two-week lookahead schedule. 
  • Daily management of resource levels and materials call-offs to maximise efficiency, prevent delay, minimise unnecessary wastage, and control cost.
  • Monitor performance of directly employed labour and supply chain resource to ensure delivery to EU standards and ensure timely and appropriate corrective action taken where needed.
  • Ensure progress is accurately recorded and short term or recovery programmes prepared to address any shortfalls or accelerate the works.

Quality Monitoring:

  • Ensure all works are completed in accordance with the proposed designs and specifications.
  • Liaise with the Design and Technical team to ensure any issues identified are quickly resolved and the designs and specifications updated accordingly. 
  • Ensure compliance with planning consents, Building Regulations and MEPA standards. 
  • Adopt a comprehensive testing and inspection regime and quickly address any issues identified.
  • Carry out inspections of all works and ensure quality is in line with company expectations.

Who are we looking for:

To fulfil this role, we are looking for an individual with a combination of essential and desirable qualities

Essential Personal Qualities and Experience:

  • This is a position for an individual with previous experience in Site Management, Site Foreman/Leading Hand in the Civil, Building & Finishes sector who is an excellent team player and team leader, able to work competently and independently. 
  • The individual will hold a valid BICC card or be willing to obtain, be willing to become First Aid qualified and have a strong awareness of scaffold and temporary works. MCCM affiliation and membership will be considered an asset.
  • The individual should have confidence in their ability to lead, influence and communicate with others to deliver targets.
  • The individual must be currently residing in Malta and gave a valid driving licence. 
  • Good written, verbal and communication skills in English is essential whilst the candidate must also be committed in becoming fluent in communication in Maltese.

Necessary and Desirable Qualities

  • Self motivated and well organised with ability to operate efficiently with minimal supervision. 
  • Able to read and understand project designs, plans, BOQs and specifications. 
  • Able to work under pressure and motivate others to achieve deadlines. 
  • Able to clearly communicate requirements and ensure that these are followed accurately. 
  • Willingness to make decisions following consideration of options based on knowledge, experience, and analysis of available options. 
  • Good interpersonal and influencing skills. 
  • Good working knowledge of Microsoft Office packages (MS Word, Excel); 
  • Excellent role model for team and demonstrates required behaviours to align business, project, and team objectives.
