Assist in the monitoring and enforcement of the public procurement procedures and ensure that all procurement documents are in line with applicable procedural, technical and legal requirements.

Ensuring that procurement is kept under strict control to ascertain that budget limits are not exceeded.

Drafting requirements, requesting quotations, vetting of quotations, ordering and maintaining supplies for FES Head Office and all its centres.
\r\n
Issuing of Purchase Orders through Shireburn system.
\r\n
Keep record of all contracts at FES and organise time frames for issuing of quotes or tenders to keep the smooth running of services within the entity.
\r\n
Overseeing the whole tendering process and liaise with the Sectoral Procurement Directorate (SPD) and / or Department of Contracts in all matters arising.
\r\n
Assisting the FES during the opening tender sessions, and during all the tendering process.
\r\n
Answer requests for clarifications requested by suppliers in case of a tender.
\r\n
Act as Secretary during tender evaluation committees, whenever required.
\r\n
Use the e-procurement system (ePPS) in an efficient and effective manner to expedite matters and achieve results.
\r\n
The keeping of databases updated with correct information of tenders published and throughout the whole procurement cycle.
\r\n
Liaising with suppliers and ensure effective delivery within FES centres.
\r\n
Keep abreast of developments in the procurement field.
\r\n
Circulate and keep proper records of Contracts Circulars and Procurement Policy Notes.
\r\n
Answering of Parliamentary Questions related to procurement.
\r\n
Coordinate the work of the Coordinator Administration where procurement-related issues are concerned.
\r\n
\r\n
Any other duties according to the exigencies of the foundation as directed by the Manager Corporate Service and/or Head Business Support Department.

Qualifications/Experience

By the closing time and date of this call for applications, applicants must be in possession of the below eligibility criteria:

MQF Level 6 (at least 180 ECTS) related to Management or Public Administration/Policy or Business/Banking/Finance/Commerce/Education or a related area plus two (2) years relevant work experience in procurement or administration;
\r\n
An updated CV;
\r\n
Effective communication skills in both Maltese and English;
\r\n
Those with an ECDL Qualification will be given preference;
\r\n
A recent police conduct;
\r\n
Employment history issued by Jobsplus as proof of experience.
