1. Overall Purpose of the position

The Senior Officer (Projects) will contribute to the planning, implementation, review and evaluation of projects that drive digital innovation and support the digital skills including that of the Maltese general public. The successful candidate will work closely with internal stakeholders and external partners to develop and execute initiatives to meet the objectives of the Malta Digital Innovation Authority (MDIA).

2. Main duties & responsibilities

The Senior Officer (Projects) will be responsible for the following tasks, but not limited to:

  • Identify international best practices and projects on basic and advanced digital skills that can be applied to Malta.
  • Develop detailed project plans that clearly outline project scope, objectives, deliverables, timelines, resource requirements and risks.
  • Lead project implementation, ensuring adherence to approved plans, budgets, and schedules.
  • Track progress, identify and manage risks and issues, and implement corrective actions to keep projects on track and meet goals. Maintain accurate and up-to-date project records. 
  • Prepare and manage project budgets, ensuring efficient allocation and utilization of resources.
  • Identify, deploy, and maintain project tools necessary for the correct execution of projects and flawless communication between project stakeholders.
  • Maintain clear communication with stakeholders, partners, and cross-functional teams, ensuring alignment and successful project execution. This includes but not limited to stakeholders from the education and the ICT industry section, overseas and local partner, European counterparts. 
  • Establish and manage relationships with vendors and all project stakeholders, ensuring they meet performance expectations and contractual obligations. Serve as the primary point of contact for project stakeholders, providing regular updates and addressing concerns promptly.
  • Prepare detailed project reports, presentations, and documentation for senior management and relevant stakeholders.
  • Develop and drive forward comprehensive awareness and educational campaigns related to the projects being developed and coordinated.
  • Contribute to the development and implementation of the Digital Skills and Jobs Platform.
  • Any other task as assigned by the Chief Officer (Innovative Technology) and/or delegate.

3. Authority Levels (decisions & discretion)

3.1 As instructed by the Chief Officer (Innovative Technology), or their delegate.

4. Working Conditions

4.1 Attendance outside normal office hours may be required.

4.2 Duties abroad when as required in line with the exigencies of the Authority.

5. Main communication channels (key working relationships)

5.1 Liaison with Departments of the Authority and with other bodies.

5.2 Liaison with suppliers and external consultants.

5.3 Liaison with employees of the Authority.

5.4 Liaison with other government Authorities/Agencies/Entities.

5.5 Liaison with economic operators and service providers.

6. Qualifications and experience relationships

By the closing time and date of this call for applications, applicants must be:

(1)

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a),

(b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. JobsPlus should be consulted as necessary on this issue.

AND

(2) Applicants must be in possession of one of the following:

A recognised Master’s degree at MQF Level 7* in Project Management and/or Business Administration and/or Education and/or IT and/or Marketing and/or International Relations or in a pertinent and relevant area of study, and one (1) year proven relevant work experience.

OR

A recognised Bachelor's degree at MQF Level 6* in Project Management and/or Business Administration and/or Education and/or IT and/or Marketing and/or International Relations or in a pertinent and relevant area of study, plus two (2) years proven relevant work experience.

OR

A recognised qualification at MQF Level 5* in Project Management and/or Business Administration and/or Education and/or IT and/or Marketing and/or International Relations or in a pertinent and relevant area of study, plus five (5) years proven relevant work experience.

Candidates who do not have the necessary academic or professional qualifications but have at least ten (10) years of experience in similar role, may still apply as the MDIA may still be interested in speaking with them.

*It is the responsibility of applicants in possession of qualifications awarded by Universities and other similar institutions outside Malta to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC). ** A recognised Qualification comparable to the required number of ECTS/ECVET credits, as applicable, is only accepted subject to an MQRIC formal recognition statement being submitted with the application.

(3) Able to communicate fluently in English.
