Call for Expression of Interest for two VET QA Experts to deliver three workshops

The Malta Further and Higher Education Authority is launching an open Call for Expression of Interest for two VET QA experts to deliver three workshops. This activity is part of the Erasmus + Programme project ‘CPD in VET QA’.

Purpose of the Call

The MFHEA aims to “foster the development and achievement of excellence in further and higher education in Malta through research, effective licensing, accreditation, quality assurance, and recognition of qualifications established under the Malta Qualifications Framework.” – (Source: Chapter 327, Education Act)

Tasks:

The experts are requested to prepare and conduct three thematic workshops (in a hybrid format).

1) Strategy, policies and procedures (in VET QA)

2) Quality Assurance of work-based learning

3) Synergies between ESG standards and EQAVET framework

Expected impact of the three workshops:

· Strategy, policies, and procedures (in VET QA)

o Strengthened leadership in quality management practices

o Improved clarity in top-down communication

· Work-based learning:

o Robust governance in workplace learning

o Enhanced collaboration between educational institutions and sponsors

o Assured quality and relevance of work placement experiences

o Effective student support systems

o Balanced curricula

o Valid and reliable assessment systems

· Synergies between ESG standards and EQAVET framework:

o Improved understanding of ESG and EQAVET principles

o Practical implementation guidance for institutions offering both academic and VET programmes

Eligibility criteria

· Expert knowledge in Vocational Education and Training (VET) and Quality Assurance (QA).

· Proven track record in designing and delivering workshops, preferably in a hybrid format.

· Strong understanding of strategic planning, policy development, and QA procedures in VET.

· Strong familiarity with work-based learning models, including collaboration with industry partners.

· Experience working with EQAVET and ESG frameworks.

· Excellent presentation and facilitation skills, with the ability to engage both in person and remote participants.

Other requirements

· Availability to deliver the workshops within a specified timeframe (ideally September 2025).

· Willingness to collaborate with stakeholders and adapt content based on feedback.

Preference will be given to the offer with the most favourable remuneration rate that also demonstrates the most advantageous balance between economic value and technical quality, with particular emphasis on the proposed approach for delivering the workshops. Remuneration, however, shall not exceed 1,040 EUR (incl. VAT) per expert per workshop for experts who have a Maltes VAT number or 852.80 EUR (excl. VAT) per expert per workshop for experts who do not have a Maltese VAT number.

The experts are expected to deliver the workshops in person, in Malta. Travel costs for international experts will be covered.
