JOB DESCRIPTION

A Deputy Registrar reports to the Chief Executive Officer, the Registrars of Courts and/or their Assistants. Duties shall include, but are not limited to:

   

Court Proceedings & Legal Documentation

  • Attend civil and/or criminal court sittings as directed by the respective Registrars, ensuring proceedings are properly documented.
  • Prepare the acts of the proceedings for court sittings and ensure in advance that these acts are complete, accurate, and in accordance with law.
  • Make necessary corrections ordered by the Court on the judicial acts.
  • Transcribe judicial proceedings or oversee transcription to produce timely and accurate official records.
  • Collate Judgments, Decrees and other Court Orders.

   

Costs, Fines & Order Signing

  • Tax and assess judicial bills of costs, ensuring compliance with applicable rules and scales.
  • Sign any act or document required to be signed by the Court Registrars, under delegated authority.
  • Ensure that all Court-imposed fines are immediately registered in the IT Case Management System.

   

Case Lists, Notices & Court Communications

  • Ensure that all lists of Court cases are affixed to the halls’ noticeboards (or published digitally) within stipulated times.
  • Ensure that Judgments delivered are entered onto the IT Case Management System.
  • Ensure that statistical data is kept up-to-date and transmitted to superiors within set timeframes. 

    

IT, Data & Digital Processes

  • Input and process data and work on Courts’ IT applications / case management software.
  • Ensure digital recording of evidence is transferred on any medium for onward transmission to transcribers or other relevant users.
  • Ensure integration and accuracy of all judicial records and case outcomes in the Case Management System.

    

Other Duties

  • Coordinate with internal and external stakeholders to ensure smooth process flows.
  • Supervise staff, including assigning work, providing training, mentoring, and conducting performance reviews.
  • Perform any other duties according to the exigencies of the Agency which may be assigned by the Chief Executive Officer, the Registrars of Courts, and/or their Assistants.
  • May be required to work outside normal office hours as the demands of court sittings, case deadlines or urgent matters arise.

   

SALARY & CONTRACT INFORMATION

Contract Type: Indefinite

Probationary period: 12 months

Salary: The post of Deputy Registrar is pegged to the Court Services Agency Grade 4. At 2026 rates, this is equivalent to €28,400 per annum, rising by annual increments of €590 up to a maximum of €32,530.

A Deputy Registrar in Grade 4 shall be eligible to sit for a colloquium on the basis of four (4) full years of satisfactory service as Deputy Registrar in Grade 4, and successful applicants shall be placed in Grade 3 (at 2026 rates: starting salary of €31,550 rising by annual increments of €650 up to a maximum of €36,100).

A Deputy Registrar in Grade 3 shall be eligible to sit for a colloquium on the basis of four (4) full years of satisfactory service as Deputy Registrar in Grade 3, and successful applicants shall be placed in Grade 2 (at 2026 rates: starting salary of €35,025 rising by annual increments of €720 up to a maximum of €40,065).

A Deputy Registrar shall also benefit from a non-pensionable class allowance of €4,550 per annum and a Communications allowance of €500 per annum.

The post of Deputy Registrar attracts an Annual Performance Bonus of up to a maximum of 10% of the basic salary, subject to satisfactory performance.

    

QUALIFICATIONS AND/OR EXPERIENCE REQUIRED

By the closing time and date of the call for applications, applicants must be:

a) i. citizens of Malta; or

ii. citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

iii. citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

iv. any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (i), (ii) or (iii); or

v. third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

vi. in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (ii), (iii), (iv) and (v) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

AND

b) proficient in the Maltese and English Languages; and

AND

c) of conduct which is appropriate to the position; and

AND

d) i) in possession of a recognized Diploma at MQF Level 5 (with a minimum of 60 ECTS/ECVET credits, or equivalent) or a recognized, appropriate, professional, comparable qualification, with regard to programmes commencing as from October 2003) in one of the following subjects:

  • Laws of Procedure
  • Criminology
  • Legal Procurator
  • Management / Leadership
  • Business Administration
  • Public Administration and/or Management
  • Public Policy

or

ii) in possession of a recognized qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits or equivalent, with regard to programmes commencing as from October 2003) or a comparable professional qualification.
