Role Overview

Heroix is working with our Client in the regulatory sector to recruit a ​​​​​​​​​​​​​​EU Digital Regulation Specialist. The role brings together the assessment of online services, oversight under the EU Digital Services Act (DSA), and public education. You will work with colleagues and European counterparts while helping service providers, organisations and the public understand how the rules affect them.

Key Responsibilities

• Regulatory Analysis: Examine changes in Maltese and EU digital rules and assess what they mean for local oversight and day-to-day practice.
• Supervisory Work: Review how online service providers meet their DSA obligations and contribute to the analysis of potential breaches.
• Research and Reporting: Produce clear findings, policy recommendations and briefings to support decisions by management and other authorities.
• Public Education: Plan and deliver activities that explain digital service rules to the public, schools, civil society and industry.
• European Coordination: Help shape approaches to supervision with counterparts in other EU countries and the European Commission. Attend relevant meetings, including those requiring travel.
• Stakeholder Engagement: Take part in discussions with service providers, public bodies and other interested groups in Malta and abroad.
• Specialist Advice: Advise management on issues such as children’s online safety, content moderation, platform interfaces, recommendation systems, transparency and the management of wider risks.
• Regulatory Documents: Contribute to public consultations, guidance and responses to developing EU digital policy.

Qualifications, Skills and Attributes

• Education and Experience: A Bachelor’s degree at MQF Level 6 in Public Policy, Law or a related social science, together with at least two years’ relevant experience in policy, regulation, European law or digital services; or a Master’s degree at MQF Level 7 in one of these fields.
• Policy Knowledge: Familiarity with Maltese and EU digital policy, particularly the DSA and e-commerce rules, would be an advantage.
• Public Sector Background: Relevant work within a government department or public authority would be beneficial.
• Language Skills: Strong written and spoken English is required. The ability to communicate in Maltese would be an asset.
• Communication Skills: The ability to explain complex requirements clearly to both specialist and general audiences.
• Interpersonal Skills: Confidence in working constructively with colleagues, European counterparts and a wide range of external stakeholders.
• Technical Skills: Proficiency in Microsoft Office and an interest in how online platforms operate.
• Organisation: The ability to manage research, written work and engagement activities while meeting deadlines.
• Self-Motivated: Initiative and curiosity to keep pace with changes in digital regulation.
• Problem-Solving: Strong research skills and sound judgement when assessing unfamiliar services or regulatory questions.
