Role Overview

Heroix is collaborating with a respected organisation in the professional training and consultancy sector to recruit a Head of International Response Training. Reporting to the Chief Operating Officer and forming part of the senior leadership team, the successful candidate will oversee training operations, international assignments, quality assurance, instructor performance, and the development of tailored learning solutions. This is a senior role requiring strong industry knowledge and the ability to translate commercial and organisational priorities into well-managed programmes.

Key Responsibilities

  • Operational Leadership: Direct the Operations and Training Team, coordinating the delivery of programmes at the Company’s facilities, other local venues, and international locations. Ensure that resources, equipment, practical training aids, and operational requirements are properly planned, inspected, maintained, and documented through the designated management system.
  • Processes and Governance: Review and improve internal working practices, controls, and procedures to support consistent, efficient, and compliant operations across the training function.
  • International Contract Delivery: Take ownership of overseas training contracts from planning through completion, managing schedules, financial controls, milestones, documentation, performance measures, and contractual obligations.
  • Stakeholder Coordination: Serve as the central contact for international engagements, maintaining effective communication among clients, instructors, participants, and internal teams. Chair project meetings where necessary, record agreed actions, and ensure commitments are completed.
  • Risk and Performance Monitoring: Track the progress and financial position of international programmes, identify emerging operational concerns, and introduce timely corrective measures. Provide stakeholders with clear reports on delivery, expenditure, risks, and results.
  • Quality Assurance: Assist the Chief Operating Officer with the ongoing management of the Company’s quality framework. Work closely with audit and compliance colleagues to support strong performance across learning delivery, occupational safety, customer satisfaction, and commercial objectives.
  • Audit Coordination: Contribute to internal and external reviews, organise supporting records, follow up on findings, and oversee compliance checks relating to the Company’s international activities and contractual operations.
  • Instructor Resourcing: Work with relevant stakeholders to identify, assess, appoint, and assign suitable instructors for local and overseas programmes. Support the recruitment of permanent instructional personnel in partnership with the Chief Operating Officer and Human Resources.
  • Instructor Performance: Ensure trainers are appropriately prepared, capable, and current in their subject areas. Maintain competency records, conduct assessments and appraisals, provide meaningful feedback, and agree individual development objectives.
  • International Logistics: Arrange travel, accommodation, and other practical requirements for instructors working abroad. Respond effectively to unexpected absences and other issues that could affect programme continuity.
  • Learning Standards: Oversee the review and development of course content, ensuring that materials satisfy contractual expectations, recognised industry frameworks, and the requirements of the Company’s international accreditations.
  • Technical and Instructional Support: Provide specialist input when required and remain prepared to deliver occasional training sessions to maintain service continuity during short-term instructor absences.
  • Commercial Support: Advise the sales function on technical matters and lead the design of bespoke training programmes that address specific customer requirements.

Qualifications, Skills and Attributes

  • Education: Relevant professional qualifications within fire and emergency services, safety training, operational leadership, project management, or a comparable discipline would be advantageous.
  • Experience: Substantial professional experience within fire and emergency services or a closely connected field is required, together with a successful record of overseeing internationally recognised training activities. Candidates should also have managed complex programmes, financial resources, and instructional teams.
  • Industry Knowledge: A thorough understanding of internationally recognised fire and safety training frameworks, accreditation obligations, and quality controls is essential. Familiarity with standards issued by bodies such as NFPA and JOIFF would be highly beneficial.
  • Language Skills: Excellent command of English is required to succeed in this role. The ability to communicate in Maltese would be an asset.
  • Communication Skills: Strong written and verbal abilities, with the confidence to present information clearly, manage expectations, provide constructive guidance, and communicate effectively at leadership level.
  • Interpersonal Skills: The ability to develop productive relationships with customers, trainers, colleagues, auditors, and international partners while addressing sensitive matters with professionalism and sound judgement.
  • Leadership: A proven ability to guide multidisciplinary teams, establish clear objectives, assess performance, build capability, and encourage accountability.
  • Technical Skills: Strong knowledge of training design, instructional governance, operational compliance, and quality assurance, supported by confidence in using digital systems for project coordination, maintenance records, and programme administration.
  • Project and Financial Management: The ability to structure and oversee several concurrent assignments while maintaining control over deadlines, expenditure, resources, contractual outputs, and reporting obligations.
  • Organisation: Excellent planning and prioritisation capabilities, with the ability to coordinate detailed operational schedules across different locations and respond effectively to changing requirements.
  • Self-Motivated: A proactive and improvement-focused approach, with a genuine commitment to the Company’s purpose, values, policies, and service expectations.
  • Problem-Solving: The capacity to recognise operational risks at an early stage, evaluate practical options, and implement effective solutions in demanding or rapidly changing circumstances.
  • Adaptability: A flexible outlook and willingness to support different areas of the operation, including occasional instructional delivery when business continuity requires it.
