Overall Purpose of Position
This is a specialized position within the corporation whereby a mix of science and art are required to master the skill of detection. The incumbent will be posted within the region and will be required to carry out a range of duties with the one aim of locating pipes and valves and locating leakages to reduce ILI to a minimum level.
The position requires incumbents to master the task of leak locating through natural and amplified sounding techniques, using correlation and other electronic equipment, and locating pipes and valves to ensure all detection is carried out effectively. The Detector shall be capable of understanding zonal flow graphs, establishing priority areas and carrying out various tasks related to leakage control, including but not limited to step testing, zone drying out, pressure surveys, understanding zone plans, and the routine operation of vehicles and other electronic equipment.
Work carried out by the detector will be reviewed continuously and performance indicators shall depict the capabilities of each individual.
Main Accountabilities & Responsibilities
The selected candidate will be expected to:
- Operate leak detection equipment such as Correlater, Geophone, Test Rods, Amplifiers, Pipe Locators, Metal Detectors, steptesters, logging software and desk top computers efficiently in order to understand the magnitude and location of leaks, pipes and pipeline accessories.
- Attend to reported faults in the Distribution Systems especially “Water Running Out” and “Low Water Pressure” faults.
- Identify the cause of any malperformance in the Distribution Network.
- Perform step-testing exercises and pressure surveys.
- Read maps, drawings velographs and GIS in order to familiarize himself with the Distribution Network.
- Attend to customers requests in order to carry out internal detection on private plumbing systems.
- Draw up sketches and reports about his findings to his superior officers.
- Utilize SAP system and other software as necessary to view reports and open/close off reports.
- Utilize any available electronic system provided by the corporation to register and enter leak marks in the system
- Take care of, and keep in good order and condition the equipment and tools entrusted to him
- Take due care and diligence in the carrying out of his functions.
- Work within a shift system as stipulated by the Corporation.
- Display a flexible attitude in his line of work such as driving when necessary.
- Submit himself to regular medical test for any hearing defects.
- Managing, supervising and coordinating the works of any employees who may be assigned to his/her responsibility;
- Reporting regularly to the Team Leader in relation to day-to-day operations;
- Keeping measurements and records of work done, filling of job sheets, writing reports and performing other duties associated with the post including inputting records and reports into computerised devices;
- Being responsible for the custody and security of all materials, tools and equipment assigned;
- Operating any communications, electronic or technical devices provided, including mobile phones, smart phones, electronic tablets, handheld data capture devices, and workflow equipment;
- Operating with any new technology and technological devices that are deemed necessary for the job by the Corporation;
- Dealing with members of the public, contractors and other agencies in a courteous, prompt and efficient manner;
- Liaising with other sections of the Corporation as may be required for the efficient operation of the section;
- Driving vehicles as provided by the Corporation;
- Operating in accordance with the Corporation’s Health and Safety Management System, including use of appropriate personal protective equipment, adherence to its Health and Safety policy and procedures, safety statements and site specific risk assessments, use of safe system of work practices and dynamic risk assessments;
- Operating with due regard to Health, Safety and Welfare at Work legislation;
- Operating with due regard for the safety of oneself, fellow employees and the public;
- Participating in Health and Safety training and all other job related training provided by the Corporation;
- Participate in and contribute to cross-functional teams as required, consult with relevant departments, as necessary, and provide training as may be required.
- Co-ordinate with the Quality Unit in obtaining and maintaining certifications and accreditations of the Corporation and participate in internal and external audits, and peer reviews.
- Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the Management.
Working Conditions
- Expected to be in, and maintain, a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service;
- Expected to work flexible hours in order to meet accountabilities and attend to work after office hours, as may be required;
- Abide by rules and regulations issued by WSC;
- Consult with other sections as may be required;
- Expected to maintain oneself abreast with best practices relevant to the post and attend any training which may be provided.
Qualifications and Experience
By the closing time and date of this call for applications, applicants must:
- Be in possession of a recognized MQF Level 3 OR; One (1) year experience in a field related to the Job Description.
- Have a good standard of general education as would enable him / her to perform satisfactory the duties of the post, and in particular be fluent in reading and writing, capable of filling in job sheets, reading addresses etc.;
- Have a good working knowledge or experience of Safety, Health and Welfare at work, including the Signage layout – including the setting up of safety equipment, barriers, cones etc.;
- Have a good knowledge and understanding of environmental issues and be familiar with relevant legislation;
- Be able to plan.
- Be capable to follow an engineering drawing and site map
- Have an excellent knowledge of cable location;
- Have an excellent working knowledge of leakage control sounding techniques;
- Have an excellent knowledge of water distribution system operations including, hydrants, pipes and service line connections to the water distribution mains;
- Demonstrate ability to operate in a safe manner and an ability to work well with other employees and in a team;
- Must be able to communicate effectively with other workers, supervisors and senior management.
- Candidates shall present a clean police conduct, not older than six (6) months from the date of application to the Board Members during the interview.

The appointment is subject to a trial/probationary period of six (6) months during which time Appointees (i) will retain their substantive appointments, and (ii) need invariably undergo and pass through a specialized certification course to be organized by the Corporation as per exigencies. Failure to get certified as herein mentioned will automatically render the incumbent as having failed the trial/probationary and they shall return to their substantive grade upon notice issued by the Corporation to that effect.
