Role Overview
The Project Manager will take ownership of projects from initial preparation through implementation, completion and handover. The position involves controlling budgets, coordinating people and materials, maintaining productive stakeholder relationships, and ensuring each assignment satisfies commercial, technical, contractual and regulatory obligations.
Key Responsibilities
- Project Strategy and Scheduling: Establish structured delivery programmes covering project requirements, key milestones, resource needs, expected outputs and completion dates.
- Resource Coordination: Determine the personnel, equipment and materials needed for each assignment, working closely with the relevant internal managers to secure their timely availability.
- Risk Management: Anticipate circumstances that could affect delivery, maintain suitable mitigation measures and respond decisively when challenges arise.
- Project Delivery: Guide projects through every phase, ensuring agreed specifications, deadlines, cost parameters and workmanship expectations are achieved.
- Client Service: Develop a clear understanding of customer priorities, provide regular progress information and respond constructively to questions, concerns and changing requirements.
- Budgetary Control: Monitor expenditure relating to labour, procurement, materials and outsourced services, taking corrective action where costs risk exceeding approved limits.
- Commercial Performance: Review the financial results of completed assignments, identify opportunities to improve margins and oversee additional works from pricing through to delivery.
- Billing and Reporting: Prepare the necessary financial and operational reports, keep work-in-progress information current and support accurate invoicing in accordance with agreed payment arrangements.
- Stakeholder Liaison: Serve as the principal link between customers, consultants, engineers, subcontractors, project teams and other parties involved in delivery.
- Design Coordination: Manage the technical and design contributions required for implementation, ensuring information is shared clearly and at the appropriate stage.
- Team Direction: Provide project teams with clear priorities, schedules and expected outcomes while coordinating dependencies across different functions.
- Subcontractor Management: Source and evaluate external service providers, negotiate suitable terms and oversee their contribution to the assignment.
- Internal Handover: Manage the transfer of information and responsibility between departments at the beginning and conclusion of each project.
- Progress and Quality Monitoring: Regularly assess performance against the programme, resolving deviations before they compromise timing, cost or output standards.
- Standards and Procedures: Ensure work reflects internal processes, approved technical practices, relevant ISO and LPCB requirements, and any operating protocols stipulated by the customer.
- Documentation: Maintain orderly and current project files, correspondence, approvals and supporting records, while ensuring customer requests receive prompt follow-up.
- Health and Safety: Encourage safe working practices, assist site personnel with safety-related matters and support conformity with applicable Maltese legislation.
- Business Development: Recognise potential commercial opportunities, strengthen professional relationships and contribute to securing further business where appropriate.
- Additional Duties: Undertake other reasonable project-related tasks according to operational requirements, recognising that the scope of the position may evolve over time.
Qualifications, Skills and Attributes
- Education: A degree in Mechanical Engineering or an equivalent technical qualification is required.
- Professional Status: Applicants should hold a Maltese engineering warrant or be actively progressing towards obtaining one.
- Experience: Previous involvement in project delivery or a comparable technical environment is expected. Candidates should ideally possess at least 3 to 4 years of project management experience and evidence of successfully delivered assignments.
- Driving Licence: A valid Maltese driving licence is required.
- Language Skills: Excellent command of English is required to succeed in this role. The ability to communicate in Maltese would be an asset.
- Communication Skills: Capable of presenting technical and commercial information clearly to different audiences, both verbally and in writing.
- Interpersonal Skills: Able to listen attentively, understand different perspectives and establish credible working relationships with individuals at every organisational level.
- Negotiation: Confident in negotiating commercial matters, including amendments to contracted works, while handling disagreements constructively and persuasively.
- Customer Focus: Dedicated to understanding client expectations and providing responsive, practical and professional support.
- Technical Skills: Competent in Microsoft Excel, Microsoft Project and AutoCAD, with sound knowledge of recognised project delivery approaches and tools.
- Commercial Awareness: Familiar with industry developments and the wider local and international environment, with the ability to generate leads, cultivate opportunities and support the conclusion of new agreements.
- Organisation: Highly organised and able to prioritise competing demands, coordinate several assignments concurrently and maintain reliable project records.
- Time Management: Able to create realistic work programmes, use time effectively and consistently honour agreed deadlines.
- Self-Motivated: Demonstrates initiative, accountability and a positive attitude towards improving processes, developing new capabilities and contributing fresh ideas.
- Problem-Solving: Skilled in assessing information, identifying underlying issues and introducing workable responses when project conditions change.
- Analytical Thinking: Able to evaluate project data critically, detect emerging threats and intervene before they affect delivery.
