JOB DESCRIPTION

The Systems Administrator at the Court Services Agency will perform the following duties at the Court Services Agency / Courts of Justice – Malta. The same duties may also be required to be performed at the Gozo Courts as directed by the Chief Executive Officer. The duties include:

    

Systems Operations and Infrastructure Management

  • Monitoring the day-to-day running of the IT systems and Infrastructure, ensuring effective end user support on the infrastructure, systems and database applications and the appropriate maintenance of such.
  • Ensuring that an appropriate technical support framework is in place, including the management and oversight of the maintenance of the physical network, deployment of ICT services and applications.
  • Ensuring business continuity of ICT and Audio/Visual Systems services including hardware, software, connectivity and web services.

Systems Installation and Configuration

  • Installing and configuring hardware, software, peripherals, services, directories, storage, etc. in accordance with standards and project/operational requirements.
  • Installing Audio/Visual Equipment, Public Address Systems, Video Conferencing Systems (both fixed and mobile), security equipment, digital recording equipment in the Halls and other premises at the Courts of Justice or any other building where Court sittings are held.

Performance Monitoring, Maintenance and Optimisation

  • Reviewing system performance and application logs, verifying completion of scheduled jobs such as backups, set up log shipping for multiple databases, transaction log truncation and generating periodic performance reporting.
  • Carrying out ongoing performance tuning, hardware upgrades, systems updates and resource optimisation as required.
  • Testing computer hardware, software and operating system software with the use of test tools and scripts;

Incident Management and Technical Support

  • Coordinating and communicating with impacted constituencies the repair and recovery from hardware or software failures.

Security and Access Management

  • Ensuring the integrity and security of IT and Audio/Visual Systems as required by the Government’s policies and procedures.
  • Creating and maintaining user accounts and assigning privileges through security systems to ensure efficient operations at all levels.

Policy Development and Documentation

  • Developing, implementing and maintaining written policies and procedures for IT and Audio/Visual systems installation and configuration, operations, development and data management.
  • Maintaining updated documentation about systems’ configurations.

ICT Development and Continuous Improvement

  • Researching, identifying and proposing IT infrastructural improvement for implementation consideration.
  • Keeping abreast with technical and strategic developments and trends within the ICT industry and specific business area/s.

Other Duties

  • Performing other ICT and Audio/Visual related works or projects as assigned by superiors.
  • Carry out any other duties as directed by the Chief Executive Officer of the Court Services Agency.
  • May be required to work outside normal office hours.

   

SALARY & CONTRACT INFORMATION

Contract Type: Indefinite

Probationary Period: 1 year

Salary: The salary for the post of Systems Administrator is in Grade 3 of the CSA Salary Structure which, at 2026 rates, is €31,550 per annum, rising by annual increments of €650 up to a maximum of €36,100.

Allowances: The post of Systems Administrator attracts a Class Allowance of €6,000 per annum, a Communications Allowance of €815 per annum and an Annual Performance Bonus of up to a maximum of 10% of the basic salary, subject to satisfactory performance.

    

QUALIFICATIONS AND/OR EXPERIENCE REQUIRED

By the closing time and date of the call for applications, applicants must be:

a) i. citizens of Malta; or

ii. citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

iii. citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

iv. any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraphs (i), (ii) or (iii); or

v. third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

vi. in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (ii), (iii), (iv) and (v) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

AND

b) Be adequately proficient, both verbally and written, in the Maltese and English languages (Level C1/C2 of the Common European Framework of Reference for Languages)

AND

c) i) in possession of a recognised qualification at MQF Level 6 (with a minimum of 180 ECTS/ECVET or equivalent*) or a recognised comparable professional qualification at MQF level 6 in Computing and/or ICT plus one (1) year relevant work experience in a formal and mature ICT environment; or

ii) in possession of a recognised qualification at MQF Level 5 (with a minimum of 60 ECTS/ECVET or equivalent*) or a recognised comparable professional qualification at MQF level 5 in Computing and/or ICT plus three (3) years relevant work experience in a formal and mature ICT environment;

AND

d) Be of conduct which is appropriate to the post applied for and must produce a Certificate of Conduct issued by the Police or other competent authority not earlier than one (1) month from the date of application.

*In the absence of documentary evidence as to the ECTS/ECVET credits or other system of measuring the course content, the selection board is to evaluate the submitted programme of study and determine that it is comparable to 60/180 ECTS/ECVET credits (as applicable). The advice of the MQRIC may be sought.
