Overall Purpose of Position

Provides the necessary leadership and direction necessary to operate the distribution system on a daily basis.

Main Accountabilities & Responsibilities

The selected candidate will be expected to:

• To monitor and constantly strive to improve the quality of work performed in the Region by or on behalf of the Corporation.

• To assist in developing a productive workforce that has the most interest and pride in its work and that is conscious of work practices and ethics and the importance of health and safety.

• To develop and maintain constantly improving relationships with customers and third parties.

• To relate and liase with other organisations relevant to the work.

• To safe-guard and protect the interests and assets of the Corporation.

• To participate actively in training courses under the direction of the Human Resources Department.

• To make the most efficient use of resources to achieve the above.

• To direct and assist in the activities so as to meet the objectives and targets of the Region.

• To help in the co-ordination of policies, procedures and strategies required for the effective and efficient running of the Region.

• To become thoroughly familiar with the Region’s water distribution network and to operate the system through its various ancillaries (such as valves) as directed by the Regional Manager or the Operations Manager.

• To supervise and monitor directly and indirectly as necessary the WSC workers, co-operatives and contractors deployed at the Region.

• To ensure, directly or indirectly, as necessary, that all the workers under his responsibility are assigned jobs within the daily schedule or else in response to any emergency that might arise.

• To report to the Operations Manager, Regions on all matters concerning the Region.

• To prepare timely reports for the Operations Manager, Regions.

• To respect and ensure that workers adhere to the relevant Health and Safety rules.

• To deputise for the Operations Manager or other Team Leaders in their absence from work as directed by his superiors.

• To carry out any other duties related to the respective section as may be reasonably directed by the Operations Manager, Regions or the Regional Manager.

• To actively participate and assist in the work as and when necessary.

• To drive a vehicle provided by the Corporation as and when necessary.

• To maintain such vehicles clean and in good working order.

• To undergo and/or support training courses the Corporation deems necessary for the optimum performance in the grade.

• To prepare daily and weekly schedules of work and regularly submit reports relating to the progress of works, being carried out.

• To keep proper records, manually or electronically of all work done by his teams and assigned co-operatives and contractors

• To ensure the installation and maintenance of the consumer service connections to the network, including their replacement if necessary, are done as promptly as possible.

• To take the responsibility of stock of all water pipes and fittings and other related accessories while on site.

• To ensure those mains and their related accessories including the submarine pipelines are repaired and maintained as promptly as possible.

• To ensure that water supply will be turned on / off in cases related to repair and connections.

• To ensure that the installations of mains, including the execution of the related procedures such as disinfection and pressure tests, are carried out to the workmanship skills as necessary.

• To supervise and co-ordinate pipe laying projects (including trenching works) undertaken in Region and ensure that these are well implemented.

• To plan and direct activities related to leakage control, including step testing (using all equipment necessary for the job in hand), pipe location, leak correlation, pressure surveys, zone establishment and other related activities using leakage techniques to reduce leakages in the areas being investigated.

• To compile weekly water balances and other leakage control reports such as the economic leakage model, including the acquisition of the related data.

Working Conditions

  1. Expected to be in, and maintain, a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service;
  2. Expected to work flexible hours in order to meet accountabilities and attend to work after office hours, as may be required;
  3. Abide by rules and regulations issued by WSC;
  4. Consult with other sections as may be required;
  5. Expected to maintain oneself abreast with best practices relevant to the post and attend any training which may be provided;
  6. The nature of this position requires the employee to be physically present during working hours as per operational exigencies.

Qualifications and Experience

By the closing time and date of this call for applications, applicants must:

i. Be in possession of a recognized MQF Level 4 related to the respective job description together with one (1) year experience OR;

ii. Be in possession of MQF Level 3 and three (3) years’ experience related to the job description OR;

iii. Four (4) years’ experience within the same field and related to technical matters.

iv. Applicants must be in possession of a valid driving license B.

v. Candidates shall present a clean police conduct, not older than six (6) months from the date of application to the Board Members during the interview.

The appointment is subject to a trial/probationary period of six (6) months during which time Appointees (i) will retain their substantive appointments, and (ii) need invariably undergo and pass through a specialized certification course to be organized by the Corporation as per exigencies. Failure to get certified as herein mentioned will automatically render the incumbent as having failed the trial/probationary and they shall return to their substantive grade upon notice issued by the Corporation to that effect.
