JOB DESCRIPTION
Job Title: Accounting Officer
Grade: Officer
Remuneration and Benefits: The annual salary attached to this appointment for the year 2026 shall be €29,267 with increases of €1,613 in 2027, and €1,693 in 2028 and 2029 and annual increments of €447 inclusive of the cost of living. This position is also entitled to a performance bonus of up to 10% of the basic salary and an MFHEA allowance of €1,500 annually. Statutory mid-year and end-of-year bonuses are paid over and above this amount.
MAIN DUTIES & RESPONSIBILITIES
1. Key Responsibilities
1.1 Authority Officers will support Malta Further and Higher Education Authority on all administrative processes at the assigned Unit (though not exclusively), as well as other areas as may be designated by the CEO from time to time. Moreover, the officer may be assigned the following areas of competence:
a) Funding Framework
b) Quality Assurance Framework
c) Student Affairs
d) International Affairs
e) Statistical Framework and Org. Knowledge management
1.2 Responsible for the development of assigned areas of responsibility as delegated by the Authority and the CEO from time to time.
1.3 Develops intellectual leadership in the designated area of responsibility assigned by the CEO and superiors.
1.4 Develops the relevant capabilities within the Authority to address the designated area.
1.5 Informs and advises superiors on designated areas.
1.6 Drafts reports on areas of competence and will review policies from the perspective of the designated area/s.
1.7 Supports the CEO and superiors to deliver the objectives specified in Clauses 65 and 66 of the Education Act Cap 327.
1.8 Collaborates with all stakeholders on issues in the related area of responsibility.
1.9 Sources, compiles and analyses the information required to support the above functions.
1.10 Any other function that may be assigned by the CEO and Management.
1.11 The Accounting Officer shall furthermore support all financial and accounting processes at the Authority, inclusive of:
a. day-to-day record keeping and financial transactions of the Authority;
b. monthly payroll and all related month-end and year-end statuary reports and submissions;
c. monthly, quarterly and annual management accounts and year-end financial reports;
d. auditing processes;
e. VAT and TAX issues;
f. invoicing processes, credit management and control function/procedures;
g. internal controls, financial systems and financial procedures.
2. Ancillary
1. Participates in and contributes to initiatives related to the Authority.
2. Attends and participates in events both locally and abroad as may be directed by the Authority.
3. Undertakes any other assignments that may be related or conducive to the attainment of any of the above.
4. Supports Senior Management efficiently and effectively.
5. Ensures that all assigned tasks are retained in high confidence.
6. Assists in other functions as may be required.
3. Internal Relations
1. Maintains a professional relationship with all MFHEA employees.
2. Work in close consultation with and provides advice to the Senior Management and any other MFHEA employees.
3. Provides the necessary assistance and contributes to the Authority’s overall efficiency and effectiveness.
4. External Relations
Represents and works in the best interest of the organisation
Tasks and duties of the job holder are not limited to the above listed and employee may be assigned other duties.

Minimum Qualifications and Experience Required
- A full and recognised MQF Level 6 Degree in Accounting or Finance or a comparable professional qualification. Preference will be given to candidates with prior experience.
