Mechanical Engineer

Report and responsible to: Director Engineering and Chief Executive Officer – MDH

The Mechanical Engineer forms part of a multidisciplinary team responsible for ensuring that healthcare facilities operate efficiently, safely, and in compliance with regulatory and operational standards. The role focuses on managing and maintaining building systems and infrastructure to support the continuous delivery of healthcare services, ensuring reliability, safety, and energy efficiency across the facility.

The Engineer will form part of the Engineering team at MDH. The job includes but is not limited to, carrying out managerial and professional duties within Mater Dei Hospital (MDH) grounds and other buildings under MDH management responsibility. The job covers the mechanical engineering systems for minor New Works Requests and projects. Amongst others, these include Heating Ventilation Air Conditioning systems and plant, Building Management System, Medical Gases, lifts, Firefighting system, Plumbing systems and plant and generators.

Duties and Responsibilities:

1. Responsibility for the provision of assistance and suggestions to the MDH Engineering Director in all aspects of the work.

2. Act as Project Leader for any project assigned as necessary

3. Attending and Chairing as necessary meetings with various stake holders including MDH Engineering team, consultants and contractors;

4. Preparation of existing installations analysis, surveys, condition reports and feasibility studies

5. Preparation of technical design and specifications, bills of quantities, costing proposals (estimates) and Site Instructions to contractors for the implementation of works related to minor modifications and new projects (that can also be of maintenance nature);

6. Provide training, support and direction to subordinates and other members of MDH Engineering team as necessary

7. Taking part in commissioning processes of completed project, and report on their state to his/er Superior with recommended necessary actions.

8. Being aware of the contractual obligations of the Client and Contractor and always acting in an appropriate manner so that the interests of the Client are safeguarded.

9. Contract management and enforcement by managing and monitoring the installation of the contract works to ensure compliance with the contractual programme, drawings, specifications and bringing any matters of concern to the attention of the Director

10. Reviewing contractor’s design, construction submittals and reports as necessary.

11. Managing multiple projects from design stage through to completion and handing over to Client.

12. Maintaining daily, weekly and monthly site diaries as appropriate and keeping Director informed on the progress of the works and any problems or issues that may affect the quality, cost or completion programme.

13. Check the Certificates of Payments for Works carried out, Services rendered by and material supplied by Third Parties.

14. Assess change orders (variations).

15. Keeps the employer’s objectives and policies as priority, complies accordingly, and mediates with subordinates or workers detailed with him, in order to achieve such targets.

16. Ensures that all jobs are carried out in a safe manner and that all the safety equipment /clothing is readily available, maintained and used accordingly.

17. Liaises with other Engineering Team members, medical staff, sub-ordinates or workers detailed with him, drawing office, suppliers and contractors and assist them as necessary in order to co-ordinate and perform the respective tasks to ensure successful project completion

18. Keeps updated daily records of the subordinates’ attendance and approves as necessary beforehand any time-off and/or vacation leave requested.

19. Immediately reports to his superior any occurrence of injury on duty.

20. Must input all the relevant data into the computer and be able to issue reports as necessary or when instructed to do so.

21. Recording, prioritising and distributing effectively all the jobs to be done by his/her subordinates or workers detailed with him;

22. Reads and understands drawings and specifications, explain such information to sub-ordinates or workers detailed with him and work accordingly;

23. Management of contracted out works related to the services and systems under his charge by contacting the contractor, co-ordinate (keeping in mind the requirements of the hospital environment), supervise works and liaise with contractor in order to rectify works according to current practice and/or regulations and/or technical specifications and certify the satisfactory completion of works;

24. Follows to completion tasks submitted by his/er superior;

25. Drawing up of technical specifications, provides possible sources of supply and carryout the evaluation of tenders for all the works, services, and material

26. Carries out all the necessary paperwork and other actions that may be required for the procurement of the works, services, and material as necessary

27. Liaises with stores to check that orders made are being duly purchased with unnecessary delays and that required stock levels are being adhered to.

28. Perform other duties and follows to completion tasks commensurate with his professional qualifications and experience as necessary according to the exigencies of the Public Service as directed by the Principal Permanent Secretary.

Job Criteria:

By the closing date and time of this call for applications, applicants must have:

  • A recognized and accredited Mechanical Engineering Bachelor’s Degree at MQF Level 6.
  • Warrant to practice as Engineer. (applicants who do not hold a Maltese Warrant to Practice as Engineer shall still be considered as valid candidates, given that they are eligible to obtain the warrant if chosen for the position).
  • A minimum of 5 years of professional experience or 3 years experience after obtaining a warrant.

Other pre-requisites:

  • Work experience in management of construction projects will be considered an asset;
  • Proficient in the English language, both written and verbally.

Type of Contract and Salary Range:

Contract Type: Indefinite contract with 12 months probationary period

Salary: An attractive salary package, including allowances and a performance bonus is being offered with this position
