Position: Senior Manager (Accounting and Finance)

Reports to the: Director Corporate Services

Position Summary

The Senior Manager (Accounting & Finance) will be responsible for the effective financial management and control of the Authority’s public funds, ensuring proper disbursement, monitoring, and accountability in line with applicable legislation and regulations. The role oversees revenue collection, cashflow management, budget planning and control, and the preparation of business and financial plans. It includes conducting financial analysis, evaluating policies and processes, formulating recommendations, and ensuring compliance with accounting standards and internal controls. The position also entails preparing statistical reports and publications, updating financial policies and procedures, maintaining up-to-date knowledge of relevant legislation and systems, and performing additional duties as directed by the Chief Executive Officer or designated superior. 

Key Responsibility

The role is responsible for the effective management and safeguarding of financial resources, ensuring that public funds are properly accounted for and utilised in accordance with applicable regulations and policies. It oversees budgeting, financial planning, expenditure control, revenue collection and cashflow management, while ensuring the accuracy of financial reporting and statistical data. The position also involves conducting financial analysis to support informed decision-making, ensuring compliance with legislation and internal control procedures, developing and updating financial policies and processes, preparing required reports and publications, and undertaking any additional duties as assigned by management.

Main Accountabilities & Responsibilities

  • Ensure the proper disbursement, monitoring, evaluation and control of financial resources and that public monies are accounted for;
  • Issue approvals for the virement of funds, tranches and expenditure proposals which arise during the financial year in line with prevailing regulations;
  • Ensure the maximisation of revenue collection and that proper accounts are kept thereof, and that all transactions are effected within established timeframes;
  • Ensure that transfers of monies which optimise the Authority’s cashflow, as well as projected or actual cashflow reporting, are carried out in a timely manner;
  • Compile the Business and Financial plan and ensure budget planning and control;
  • Ensure that statistical data and projections are accurate and relevant;
  • Compile various publications and reports, which may stem from internal, national or international requirements;
  • Conduct detailed financial and accounting analysis, evaluation and appraisal of policies and business processes, formulate informed recommendations and action plans;
  • Ensure that legislation, regulation, policies and internal control procedures are adhered to and that monitoring is properly implemented;
  • Formulate and update policies, processes and procedures of a financial nature as directed;
  • Keep abreast with accounting standards, financial legislation and Government policies, accounting systems, procedures and applications, and following training as directed;
  • Oversee capital expenditures, audits, VAT returns, and other financial documentation.
  • Liaise with auditors and provide required documentation.
  • Acting as point of contact and ensure compliance with statutory requirements, accounting standards, corporate policies, and local laws.
  • Maintain accurate and timely financial records, management accounts, and reports with analysis and projections;
  • Undertakes any other duties as directed by the Superior and Chief Executive Officer of the Authority.

Eligibility Requirements

By the closing time and date of this call for applications, applicants must be:

a. citizens of Malta; or

b. citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c. citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d. any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e. third country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’; or

f. in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita`Agency should be sought as necessary in the interpretation of the above provisions. 

AND

  • able to communicate in the Maltese and English languages in order to sufficiently and adequately carry out the duties applied for

AND

in possession of a recognised Masters qualification at MQF Level 7 (subject to a minimum of 90 ECTS credits or equivalent) in Business Management and Accountancy or a recognised comparable professional qualification at MQF level 7 in Accountancy.

Terms and Conditions

  • Preference is given to those candidates who have minimum experience in accounting and / or audit practices.
  • This appointment is subject to a probationary/trial period of twelve (12) months.
  • The salary for the post of Senior Manager (Accounting and Finance) is Salary Scale 5, which in the year 2026 is €35,837.98 per annum, rising by annual increments of €640.67 up to a maximum of €39,682.00.
  • Appointees will also be entitled to the payment of an annual performance bonus of up to a maximum of 15% of their basic salary, subject to satisfactory performance and a payment of an annual class allowance of €3,000, subject to Central Administration’s policies in force from time to time.
  • Appointees will also be entitled to such other benefits as stipulated in the Working Conditions for Officers within the Management Stream for Qualified Personnel. Certification allowances in respect of attainment of pertinent qualification and/or warrant, and a Continuous Professional Development reimbursement are included in the salary package.
  • Selected candidates must be of conduct which is appropriate to the post/position applied for. Prior to appointment, selected candidates must produce a Certificate of Conduct issued by the Criminal Records Office or other competent authority not earlier than six (6) months from the closing date of this call for applications, which should be submitted by the selected candidate within one (1) week from the date of the notification of appointment.
