Programme Coordinator – Early Years Education (Full-time – Indefinite Contract)
The FES requires the services of a Programme Coordinator to be placed within the Programmes Department on a full-time, indefinite basis. The role will focus on supporting and developing programmes for Early Years education while fostering collaboration with centres, families, and stakeholders.

Qualifications / Experience
Applicants should meet the following eligibility criteria:
- Curriculum Vitae;
- Recent police conduct (issued within the past 6 months);
- Qualification:
MQF Level 6 in Education (including Early Years Education), Psychology, Social Sciences, or equivalent; and
Minimum of 2 years’ experience in a service-related field. Experience in early years education, programme coordination, or managerial roles is considered an asset.
Or:
In the final year of MQF Level 6 in Education (including Early Years Education), Psychology, Social Sciences, or equivalent (chosen employee must successfully complete studies by the end of probation); and
Minimum of 5 years’ experience in a service-related field. Direct experience in early years education or programme management is considered an asset.Valid driving licence and own vehicle;
4. An employment history issued by Jobsplus;
5. Ability to communicate effectively (spoken and written) in Maltese and English;
6. Proficient in IT; preference will be given to those holding an ECDL Certificate.
Job Profile and Criteria
Accountability:
The post-holder shall be accountable to the Head and Manager of the Programmes Department.
General Role:
The Programme Coordinator – Early Years Education, will support the design, development, and delivery of programmes focused on early childhood development (0 to 3 years), ensuring that they meet the national standards, and focus on addressing the development of children with the use of child-led approach, as well as families, and educators. The Programme Coordinator will provide guidance, professional development, and technical assistance to the centres’ staff and relevant partners to promote high-quality early years programmes.
Specific Responsibilities
Under the direction of the Head and Manager – Programmes Department, and/or their delegate, the Programme Coordinator shall:
- Assist in developing, coordinating, and implementing early years education programmes in line with national standards and educational policies.
- Identify opportunities for new initiatives or improvements in early years’ service provision, including pedagogies and programmes that address gaps in support for children at risk of educational or social exclusion.
- Support the design, development, and evaluation of operational research and data collection to monitor programme effectiveness and impact.
- Conduct research and data analysis to inform programme improvement and development.
- Facilitate meetings, workshops, and seminars with staff, stakeholders, and families to improve programme quality and delivery.
- Collaborate with community centres, educational institutions, public agencies, and child-focused initiatives to strengthen partnerships and programme outcomes.
- Support strategic planning for early years programmes, contributing to long-term development goals.
- Conduct regular visits to centres to monitor programme quality, provide guidance, and ensure safe and engaging learning environments.
- Provide leadership in child-centred, age-appropriate, play-based pedagogy by guiding, and mentoring staff to implement high-quality practices aligned with national policy standards
- Ensure activities are inclusive, engaging, and valuable to children and their families.
- Promote parental engagement and family participation in children’s learning and development.
- Participate in cross-sector projects, school-linked initiatives, and other collaborative efforts with government entities or community partners.
- Contribute to the FES Annual Report, documenting progress, outcomes, and impact of early years programmes.
- Provide professional development, performance assessment, mentoring, and technical assistance to centre coordinators and staff to enhance programme delivery.
- Assist in staff recruitment on interviewing boards within the remit of the role.
- Undertake any other tasks assigned by the Head and Manager of the Programmes Department and/or their delegate, in line with organisational needs.
