The FES is seeking a Programme Coordinator - Communications and Marketing to join the Human Resources Department on a full-time indefinite contract.

Qualifications/Experience

By the closing time and date of this call for applications, applicants must be in possession of the below eligibility criteria:

1. A qualification

a) MQF level 6 in Marketing / Communications or any other relevant qualification (at least 180 ECTS) and a minimum of two (2) years of relevant work experience

OR

b) In the final year of study for an MQF level 6 in Marketing / Communications or any other relevant qualification (at least 180 ECTS; chosen employee must successfully complete studies by the end of probation ) and a minimum of two (2) years of relevant work experience.

2. Employment history issued by Jobsplus as proof of experience

3. Effective communication skills in both Maltese and English.

4. Be proficient in IT including the use of creative applications, with particular focus on Adobe Photoshop and Publisher.

5. Candidates must be in possession of the ECDL course certificate.

6. A police conduct (issued within the past six months).

Job Description

Accountability:

The post-holder shall report to the Head of Human Resources.

Role Purpose:

The Programme Coordinator – Communications & Marketing Coordinator will oversee the planning, coordination, and implementation of marketing and communications strategies that protect and enhance the brand image and reputation of the Foundation. The role ensures that the public is aware of the range of services offered — including Klabb 3 to 16, Skolasajf, and Childcare Services — and is informed when applications for these services open. The post-holder will also manage marketing initiatives to support recruitment needs, ensuring consistent, professional, and engaging messaging across all channels.

Key Responsibilities

1. General & Administrative Duties

  • Consult with managers and department heads to align marketing strategies with organisational priorities.
  • Oversee and execute marketing projects to promote services, recruitment opportunities, and the organisation’s reputation.
  • Ensure marketing campaigns highlight the value, quality, and trustworthiness of FES services.
  • Supervise the creation and collation of design, copy, images, and promotional material.
  • Develop and implement communications strategies aimed at:Enhancing the Foundation’s brand image and reputation. Informing the public about Klabb 3 to 16, Skolasajf, and Childcare Services. Publicising application opening dates for services. Promoting job vacancies and recruitment campaigns.
  • Act as the focal point for gathering and disseminating information internally and externally.
  • Ensure proper authorisation before sharing sensitive information.
  • Oversee GDPR-compliant consent collection for minors and adults before using media for promotion.
  • Manage the creation and upkeep of marketing materials across print, online, video, and audio formats.
  • Coordinate with media agencies and outlets for advertising campaigns.
  • Represent the organisation in TV/radio programmes as required.
  • Build collaborative relationships with stakeholders to enhance awareness of FES initiatives.

2. Research & Reporting

  • Oversee the production, presentation, and distribution of reports, including the Annual Report.
  • Monitor and evaluate media coverage of the organisation.
  • Assess the effectiveness of marketing activities, including service promotion and recruitment campaigns.
  • Produce and manage performance reports on communications and marketing efforts.

3. Public Relations

  • Maintain brand consistency across all communications and materials.
  • Manage the organisation’s website and social media platforms.
  • Create and distribute the monthly FES newsletter to stakeholders.
  • Produce press releases, articles, and media content highlighting services, application opportunities, and recruitment drives.
  • Maintain strong relationships with journalists, media houses, and stakeholders.
  • Coordinate interviews and prepare official responses to media queries.

4. Event Coordination

  • Supervise planning and logistics for events, conferences, and seminars.
  • Coordinate press conferences and related promotional activities.
  • Liaise with venues and manage invitations for events.
